People should be able to kiss in public if they want, it might not always be the most appropriate behaviour but it is not illegal.
There's a difference between a peck and a full on make out session, whenever I kiss in public I do a full kiss which is essentially two in one. That's okay and I'm not accusing this woman on the plane of doing anything more than that but if I can get away with it, she should too.

I don't really see the evidence that this is homophobic - if they have a policy against excessive kissing, then they have a policy against excessive kissing and you just have to deal with it. It would be a different matter entirely if a girl gave another girl a quick peck on the cheek and got kicked out while a straight couple was making out in the row behind, but I have yet to see evidence that this was the case.

It's different if it was just a kiss or full on going at it. It's really fucking weird either walking down the street or walking down the halls to see some couple sucking face and you're the lone person walking by. Bonus weird points if one of them pauses for a second to look up at you as you pass by.

If anything a few passengers or flight attendants saw two women kissing and deem gay behavior as anti-family friendly. So deep down it all has to do with the deep seated homophobic ways in American culture.
