In fact less central power means that even if bad apples get into the system the amount of damage they can do is limited.

If she does this, this won't be sustainable by any of the charities for anything more than cuts and scrapes. Major surgeries are in the hundreds of thousands of dollars. hell, even certain minor surgeries are roughly $100,000.
