Generally people don't just off themselves because a troll or 2 said to 'go kil urself' on the internet, there's usually more going on. Such as being bullied IRL by people they know and can't escape till they get home, then when they hop on the internet to escape the bullies they meet some troll who continues the torment.
At the end of the day bullying can and does lead to depression, and when someone is depressed you can't expect them to act rationally.

As shitty as cyberbullying is and as terrible as people killing themselves is, no one should be imprisoned or punished for speech by itself.
