tl/dr, child rape/molestation, child porn, and fantasy child porn are all illegal in of themselves. None have anything to do with the other two. To try to link them is like saying we should keep guns legal because otherwise people will just use knifes.

Child porn is illegal because children are getting exploited and harmed in its production. This isn't the case with any form of drawn porn, therefor there are no grounds to declare it as illegal.
Main reason I'm even bothering to argue this is because judging fantasy media by real-life standards is a damn slippery slope. We can't ban media just on the basis that someone out there finds it offensive.
