I think that state welfare was designed to help people who are handicapped or otherwise unable to provide for themselves, and it should be used that way. Perhaps it could be in the form of reimbursing employers for hiring handicapped staff.

In terms of labour, economically speaking the severely mentally disabled aren't able to contribute a lot of value in very many (if any) commercial or industrial sectors. I'm talking about people so severely disabled that they can't speak or move without assistance. I remember volunteering to push some of these kids around in their wheelchairs when I was in Primary (elementary) school and looking back on those kids now is truly heartbreaking. To reduce the value of a human being to a financial worth though is a dick move

Because of this, some people who legitimately need it can't get it (My mom applied twice when I was a kid and was refused twice. She worked at Wal Mart for $4 an hour, while Me, My sister, and her, and her loser boyfriend at the time lived in a camper that's usually towed behind cars in the middle of a field.
