No one in the world has the computer infustructure to monitor everything coming through some of the largest internet faring countries in the world.
No one actually knows what ECHELON is, but it's assumed it monitors radiowaves that are practically broadcasted in every direction, and watch telecommunications for specific codewords that send alarm bells ringing
