I don't think that anyone can buy games on other peeps accounts. Doesn't paypal require you actually log in to their website using your login and password? And CC's obviously need cvc that steam does not store anywhere. By the way, what a nice day. First DDOS then this.
Earlier today, I had started redownloading games that were already purchased long before today onto my Steam account onto a new device, using only the Library before I left. I just came back and I only have the Library opened; I never bought anything or viewed any store pages. I should be fine because of that, but still, is it safe to log out or should I stay logged in while only viewing the Library page? The store is down, but I don't know if logging out would put me in a state of more or less vulnerability.

I'd recommend people to activate two-factor authentication on their email accounts, because it's good practice. In fact, if we've learned one thing from all of this, it's that you should use two-factor authentication wherever possible.

in any case I'm not really going to panic over this. they have easy control and logs over anything that needs to be refunded/rolled back to a safe version. shame about the sale itself though, but it'll get sorted eventually, anyway. I wonder if they'll extend the sale for compensation, though..?

they're a huge ass company, they need to write a statement that doesn't suck after assessing the amount of damage that's been dealt (it could be worse and we can not know about it) so expecting a statement after only an hour of the store being pulled is a bit far-fetched from a company like valve

If you didn't do shit with the actual store web page, you're safe as far as I understand it.

I do have this where if I bought a game in the last 24 hours, I don't need to authenticate in Paypal again.
