Went to the store, clicked on GTA V, and suddenly I was a Russian.

Knowing what I know about database/server stuffs, this doesn't really seem like a 'security breach', moreso some sort of horrific typo in code. If I had to make an educated guess, I'd guess that it's somehow mixing up STEAMIDs on links. edit: Oh shit, being able to view other peoples account details thing is real, I just accidentally manged to do it (EASILY) myself. This is a pretty huge fuck-up.

If you log into someones account, perhaps it would be best if you try and delete their payment details so that no harm can become of them. I don't know if that will make a difference considering I don't know how far Steams purchase system lets you get, but it's better to be safe than sorry :~)
