I don't know how congress compares but here (in the UK) the houses of parliament have some really odd rules like this that have just remained for hundreds of years without anyone challenging them.

Just as a little tidbit of information regarding dress, accounting (probably) for why it's a rule in Congress:
In the east coast of the United States, dress standards for formal business such as Congress are substantially more strict/formal than in the West Coast. In other countries, standards can be similar or vary greatly (for example, in some countries it is assumed that you should wear bright, inviting colors or casual business attire, rather than suits and black ties like in Japan or the Eastern States). It's really a matter of cultral "norms" for this part; and you probably know that it would be damn hard to affect that wildly.
i just wear what i feel comfortable in and what i think looks cool so i don't really care what other people think dress codes are stupid. not like i really go anywhere that has a dress code anyway, just gotta take my beanie off if i go to the strip club so no big deal. suits look gay i'd rather wear a tracksuit than look like some businessman jackass with a suit on.

The point is, unless you want to seem like an unserious and disrespectful person, you should dress well to impress and appropriately. Especially if there's a dress code to maintain.
