German occupation forces received a warmer reception, yes, but it wasn't as if we wanted them to be here either. The general attitude was "at least they knock and ask for what they need", instead of downright breaking in, murdering, pillaging and raping everything like the Russians (about 60% of the East German population can probably attest to this once the "Red Scourge" spilled onto Germany in the closing years of the war). But even so, there was no ethnic cleansing per se, as much as eliminating political and popular opinion leaders and promptly afterwards shuttling a relatively large chunk of the ethnic Estonians off to the far east to replace them with Russian labor. Russification, not ethnic cleansing, even though in practice it very much resembles it.

Ethnic cleansing doesn't have to involve killing of a particular group. As long as a particular group is target and moved it out of a particular area can still qualify as ethnic cleansing.

People always find reason to complain.
There are 1000 legit reasons why few trucks might be a bit empty.
a) Space is keept in case one of other trucks get wrecked and supplies need to be repositioned. Also, mind the quality of ukranian-bombed to shit quality roads.
b) Ukranian customs played a bitch and asked for some portion of supplies stay.
c) They might end up using trucks to evacuate people on emergency (this is war, you know, everything can happen)
d)they wanted to give fuel for people like reddit to keep bashing on web - oh look! They've must have unloaded something already from sealed trucks!
At best most of the trucks didn't have anything in them and were just there for PR, at worst they may have been carrying something much more malicious beforehand.

As for your points, read again, quality of roads and place being a warzone. You don't wanna your trucks being Fully loaded, slowly going through warzone where only few batalions of ukranian army respond directly to Kiev, you wnt them to go fast and easly. As for Ukranian customs being dicks (Trucks were checked by customs when passing through border, you know?), they can do that just to piss off russian side, they are pretty good at that.
