I don't know how it works in your country, but in the UK you can get support for learning.
Though in the broader scope of actual 3rd world countries, I imagine the opportunity for local work will be higher than in countries that have already automated most tasks.
But eventually most people will not have a job, unless there's a fresh supply of jobs that are difficult to get a computer to do.
So where's the pizza printer NASA was talking about a little while ago ?

Computers took away lots of jobs too, but would you consider the inclusion of computers to be a detriment to job searches in 2013?
