That is art, as are 9/11 snow globes. If the artist gets noticed for this (which he did,) then he may soon create a world-changing piece of art. Who would he thank then? The NEA.

All creations that are intended as art are art regardless of personal opinions. The NEA is about opportunity- a person with artistic talent may create art that the public enjoys, resulting in major success. A person who has little talent may produce work that does not become successful. Thisispain is debating that the lesser of the two works, in his opinion, has less artistic merrit, which is not true; both are art and deserve opportunity.
