It's pretty funny because some of the Russians that play eve have ridiculous amounts of money. If I remember correctly some Russian oil baron financed some of the Russian corps via plex buying.

During a war, I would think countries would be desperate to continue the economy and the internet is a major part of that economy. I can't see this happening at all.

The internet is not such a major part of the economy if there is a war. The global internet that is. It's much less important then anything related to physical resources. No shit the economy is going to suffer, but at some point (if it's some NK-like country) the information leaking from the other side might become dangerous enough for the government to shut it off.

Only problem with that in terms of shutting it "off" is the whole "You can now purchase a geosat or a ride into orbit" thing.

I was just about to say that tbh. That said, Russians being unable to access EU West and undermine games due to the language barrier would probably be the only upside to Russia disconnecting from the world wide web, as it'd open up several cans of vicious gnashing worms if Putler was actually insane enough to pull the plug and go full Iron Curtain.
They're just planning for emergency cutoffs of communications lines, in case of "cyber" war.
The US has already done this, they can cut off international hardline communications easily. I have no idea how they handle satellite comms though.

It is, they are going to discuss to switch off RUSSIAN segment of Internet, not switching off the whole country.
Basically, in dangerous times they will cutoff access to government sites like президент.рф and others, to prevent possible hacking attempts.
