What if I wanted to protest at a military funeral I know General David Petraeus would be at, in order to voice my discontent at his current campaign? It limits freedoms that do not unduly cause harm.

These places are actually private property and don't get the message across clearly. I was also just using it as a singular example. The main theme of it is that important people who influence policy whom otherwise would not be amenable to protest go to these, thus it is a legitimate place to air grievances.

His campaign in Iraq was actually done quite well and he took decent steps to limit additional civilian casualties. He didn't decide to invade, the former president and congress did.
The protest of the general would be almost as invalid as the protest of a dead soldier.
I'm arguing how the law limits free speech and free protest, not whether people deserve the protesting or not, that is a completely moot point and is irrelevant to any discussion of free speech.

The law merely says that the protest would be barred an hour before or after the funeral is finished, noting else. it's not saying you can't protest funerals completely.
