If that chart was truth, then yah maybe abit, but they are better armed then the Taliban and were not exactly wiping them out either. Tho I'm sure conventional bombing would be allowed in a North Korean war and fix that issue. Because unlike Syrians using slingshots to propel pipe bombs, these soldiers are going to be actually trained and way more fierce in a "die till the last man" scenario.

The Iraqi army was much more well equipped than the Iraqi insurgents, and that still took 8 years before the US 'won', where beating the army only took less than a month.
