As much as I think the ruling is absolutely terrible, I don’t think it will progress past ISPs forcing major companies to pay for faster access. I think the biggest danger we face right now is just that, them going as far as they can without provoking a congressional or political response. The political winds will inevitably shift, Democrats will regain power again.
