And I expect a few of them to have a go at it too. But much like the Cloudflare CEO realised after taking down The Daily Stormer, that's an awful amount of power to entrust to an entity that may not have your personal best intentions at heart. Expect them to also throttle the fuck out of any sites that stand against this ruling, or even competitor providers in the worst cases.

I've been trying to find information and everyone seems confused and panicked. Is it true that in a few days congress is going to vote on this for sure?

It wasn't a long time that they were down but twitch losing 10's of thousands of viewership within less than a minute is suspect. It was always a flick of a switch. Limiting bandwidth is quite easy from a network operating perspective.
