Again, i think nearly every US streamer disappearing off the face of twitch isn't some coincidence. Netflix getting throttled is the most likely considering what has happened within the first 6 hours of repeal

Quite literally the only benefit repealing net neutrality has is that ISPs can throttle alt-right and Nazi sites to high hell. And I expect a few of them to have a go at it too.
But much like the Cloudflare CEO realised after taking down The Daily Stormer, that's an awful amount of power to entrust to an entity that may not have your personal best intentions at heart. Expect them to also throttle the fuck out of any sites that stand against this ruling, or even competitor providers in the worst cases.

They've had the ability to throttle on a whim forever, I wouldn't doubt they were working on a way to throttle specific services since this whole debate even started.

I've been trying to find information and everyone seems confused and panicked. Is it true that in a few days congress is going to vote on this for sure?

A lot of them just recently came back online. It wasn't a long time that they were down but twitch losing 10's of thousands of viewership within less than a minute is suspect.

The ISPs have all the configurations they'd need for this stuff at their NOCs, it's just packet QoS rules taken to a whole new level really.
It was always a flick of a switch. Limiting bandwidth is quite easy from a network operating perspective.
