I suppose i can kind of see why they would want to ban it, but at the end of the day its not their choice to make, if someone wants to marry a family relative or do anything like that then let them. Dont get me wrong its not exactly the morally right thing but if they want to then let them.

The siren sounds are largely just for different speeds. Certain sounds work better than others at different speeds in different environments. I've not run into many cops who were trained properly in how to use their sirens if it had that feature. Most just use the temporary "bloop" and on setting on the standard siren. Light pattern wise, each one has a different meaning that is supposed to indicate what to do regarding the police vehicle when the police vehicle is parked with its lights on. Most of the time cops just leave it on the standard setting, but sometimes they can switch to patterns that tell you to slow down, go right, or go left. But since drivers aren't trained to recognize the meaning of the different patterns, nobody uses them. So yes, the sirens and lights on the top of cruisers have several settings, all with a different purpose, but neither drivers nor cops are trained to use them.
