Gathering intelligence and watching them for the right time to strike. Although he probably did give the go ahead but for all the intelligence and work things can go wrong, people who shouldn't die end up dying. Its the harsh truth about war. It doesn't matter who is President, even if this raid happened under Obama civilians might have still died and we still might have lost a SEAL.

Obama has chimed in on Trumps decision to ban people entering the US from certain countries but you will never hear him chime in on operations such as these because he knows that decisions have to be made, regardless.
