What if you were to die if you stayed in the bad bathroom? You had to somehow survive off of the dirty sink water in cramped conditions and rampant crime. Would you want to go to the other one?

No, no, no we can't just let them in, but we can't continue with such a strict system unless we want to see more outrage like this plop up.
We make sure they aren't a security threat before we naturalize them, but we don't go on with the bullshit list of requirements.
The requirements to become legal are more strict than they need to be, someone had a great flow-chart on it.
