It looks very nice for sure considering it is a PS3/360 port, but calling it the best looking is really hyperbolic. Many of the textures are blurry and shaders and road reflections are simplistic, some low poly models etc. Pretty much any new gen game has a huge technical improvement over this, such as Ryse, Driveclub, and Forza Horizon 2 for example.
Anyway, can't wait, I didn't have a PS3 or 360 back then so this is exciting to finally try.

A big ass city with lots of vehicles, guns and stuff to do, with a day/night cycle, first person view, 60fps.

That would be really cool, actually- first person cutscenes is something not done often in order to get the "cinematic" view, but had they put in that humongous effort I think it would be worth it.
Imagine the scene where you're [sp]knocked out and put in a bodybag entirely in first person- it already was for the small cutscene after the bag is reopened, but looking into the FBI agent's face as he clocks you in the head would be simply amazing. One can dream, I suppose.[/sp]

I'm still uncertain myself, my build except for the GPU should be enough. But I'm not sure if it would be worth it selling my PS3 GTA V bundle in order to upgrade my GTX 670 to the 970.

Basing purely off of my own performance on the bad port that was GTA 4, and the fact that you have a similar system, I'll hazard a guess and say you definitely will run it well.
