Yes, there is no reason that they should have to unwillingly physically exert themselves for the betterment of others, even if their reasons are based on misguided or ignorant views. They aren't slaves.
If a legally binding contract exists between the two parties (or if they were somehow a public organization), then that's different.

I can imagine they would not turn away a politician if he just wanted to eat breakfast in peace. When they are disrupting businesses, and potentially turning customers away that is when it is a problem. If you have a few friends were eating lunch, but were being incredibly loud and obnoxious and disrupting others, chances are you would be kicked out.
