How is that an epidemic, its not a disease. And you'll never get real numbers because it isn't usually reported to the school. Even then, knowing they're zero-tolerance policies, both sides will get slapped.

I can tell you what is relevant to that issue though. the fact that she was a cheerleader and agreed to cheer on the basketball team.
No matter how you spin it if she agrees to cheer for the team and then doesn't cheer the school has every right to ask her to leave. You can't volunteer for a job and then not do it. It's not like they punished her for not cheering. They just asked her to not stand there in full mascot gear looking sullen whenever bolton scored.

There is no legal form signed, its a social contract so no, she doesn't have to cheer.
Her freedom of speech is being violated.
Also, school rarely listen to the rules because until recently, students aren't seen to have the same rights as teachers and their adult counter parts.

Uh, I'm pretty sure you sign forms when you sign up for extra curricular activities which prove that you have an agreement to be a cheerleader even if they don't say that specifically

Those forms of signatures are there to make sure the person signing up to participate is of sound mind and body. Not legally wavering they're rights.
At most its to avoid the school for getting lawsuits about player injuries.
