I think you have to remember that this is only in parts of the United States as well. Where I live in Virginia, not a lot of spanish speakers. the two largest demographics are White and Asian (richer area). 30 minutes away in Herndon, though, lots of Spanish speakers.
Actually, I wonder what would the world be if everyone speak Spanish.

I'm talking motivation there.
Let's say I'm going to live in France. If I'm able to get by without learning French, what's my motivation for learning French?
If the French people made me feel welcome, and encouraged me to become French, that might convince me to learn to be French, including speaking the language. On the other hand, if the French made a point to tell people like me that I'm not French and will never be accepted as French, then I'd probably say 'screw you' and never make any effort to blend in.
