The government in US does not ban the game. It is the vendor, like Wallmart, who does - thus taking the game out of the mainstream view.

My friend played the game all night and woke me up like 3 times at 3-6 AM ... he never went to bed.

From what the Russian article they linked to says, they're not completely banning it. It seems that they're going to recall all copies and only allow for the sale of versions that don't contain the airport level.
It kind of reminds me of the San Andreas mess, but in that case they didn't ban the game out straight, but rather give it an AO until copies with out the hot coffee thing was gone (which wasn't even activatable with out a hack anyways )
What I'm wondering is why this wasn't taken care of before hand. There'll always been prepared versions for certain countries- reduced violence in Germany and Australia, removal of nazi-related things in Germany, removal of nuclear-related things in Japan etc... I guess they're just wanting to make noise over this.
It isn't going to change them much though, if a Russian gamer wants the game bad enough with the level they have their ways.
