In a movie, if you see a massacre, you're observing it in a passive state. This is far different from actually participating in the massacre. But rapists are thrown into prison, not executed (at least in most developed countries.) In this game, you're actually taking part in an action that people are put to death for doing. What is more troublesome is that you have teens and possibly even younger playing this who will not know any better about how absolutely wrong it is to mercilessly gun down helpless innocent lives. These aren't zombies. They aren't enemy soldiers shooting back at you. They aren't aliens trying to suck out your brain. They are civilians incapable of defending themselves.
99.9% of gamers would take this and just blow by it without a second thought. What is worrisome is that .1% who will use that as a base to commit a real life mass killing of their own. And don't brush that off: mass killings are becoming more and more common in both plots intercepted before execution and actual incidences that were too late to stop.

Honestly, if you take a little bit of time to think about it, you will understand how right the Russian government is about this.
I am a Russian living in Canada, and I go to high school, so I see how the general teenage populace reacts to these kinds of games. They are easily influenced.
In COD4, the British are depicted as badasses, shooting through hundreds of "Spetsnaz" as if they were boy soldiers with no combat armor. Spetsnaz: Russian Special Forces, not fucking terrorists that use outdated weapons. Like the myth that the Russian military still has standard issue AK47s. Just like the original M16 being constantly updated by the Americans, the Russians developed and kept their weapons up to date. The AN-94 is in common use now, and is very similar to any other modern assault rifle.
Even the good Russians are shown as pussies in COD4, with Captain Price bullying Makarov. Price would have been shot on sight if something like that happened, and the Russian government would simply send a message saying they were KIA. It would be a fair bet that a top ranking Spetsnaz would have the same combat ability as the top ranking USA Delta commando, seeing as they learn the same things, only slightly different variations and training methods. If there was a game made by any country showing the Americans off as terrorists, and having a level were you go to an Airport and start a massacre killing dozens of innocent American civilians, the game wouldn't even get a second chance. In fact, the USA would probably try to get the game banned everywhere.
