Not 100% true. In California, there is a 2 year rule. So a 18 year old and a 16 year old can have sex legally. Same as a 19 and 17, 14 and 16, and so on.

I dunno about you, but I'd rather sentence them to a rehabilitation program so they can learn what they're doing is detrimental, and to teach them how to better control their urges, so they won't reoffend, than sterilise them

They can control their urges though because nothing forces them to act on their urges. Society doesn't force them to molest children, they do so themselves. They still have free will. They can choose to:
A. Seek treatment
B. Jack off to loli
C. Commit a crime, go to jail, ruin their life, get chemically "castrated"
And it's not even castration, it just lowers libido. Pedophilia isn't a crime, child molestation and rape is. Once they choose to act on their urges, they are criminals.
