Had to do with how the BBC ran back in the 60s. They tended to recycle their film reels because they didn't feel the real need to save them, so they often recorded over show film when necessary, including Doctor Who. Most of the surviving clips are from film redistributed for foreign broadcast.

Home media really wasn't a thing until the previous few decades. And honestly, who is gonna watch a rerun of a cheap show from several decades ago?
This was of course before the show had a following, of course.

BBC were so low budget they taped over old reels, the old doctor who wasn't considered valuable at that point in time, they didn't thint anyone would care.
