It could mean either one of two things (and at this point it's purely speculation): Either she released the video in a fit of rage over some trivial incident to ruin her father (unlikely), or that despite being 23 years old and out of the house, her father found ways to keep her dependent on him (owning her car, paying the bills, etc) so he could continue abusing her, and one day she just couldn't take it anymore, saw no way out, and released the video to expose her father. (the latter is, sadly, very common in abusive relationships)
