There's plenty of room for more people, except in the third world. I.E. growth rates of population in most first world countries is stagnant or very slow upward, but in the third world its crazy high. And to be honest, nobody in these asian pacific countries are using trawling to get their fish - trawling is nice high tech big buisness stuff, while fishermen in the asian pacific is like using chineese labor on the cheap to get fish (except a little bit better).
There is still an over-fishing issue, and there is likely within our lifetime several countries in that region that might go into crisis mode as they run out of their local source of fish to feed/employ to.
There will likely be some kind of food/water crisis on our hands within our lifetime too, even if its not in this part of the world. Water is one that nobody expects to "run out" but in many countries not in temperate zones, desertification is a huge issue as is getting access to clean water.

We relocate half or three quarters of the populations of islands and coastal regions to more sparsely populated areas with good agricultural outlook.

that's mainly because the fish farms themselves are horrible.
I don't really think commercial fishing should be banned, but intensely regulated.
