Because it's all about the little ones that can't defend their self.

Dogs can't defend themselves, neither can toddlers. However if the article is about some older person getting injured by someone else, it's not quite as dramatic and doesn't provoke as much of a reaction out of facepunchers.

Personally I find a toddler's life to be worth less than an adult, but the suffering of a toddler is worse because of their defenseless nature. Both are terrible and deserve punishments and help accordingly.
