For example, the exact same thing happened with drugs about a hundred years ago, where it went from completely unregulated, somewhat regulated and then heavily regulated or entirely banned in some instances.

Who gives a fuck? They've been doing this shit in schools for almost a decade now, and having it apply to all government-owned city property is hardly going to change a thing for anyone, seeing as I doubt any of you head down to your local town hall to buy a sip of coke on a regular basis. The only thing that would be terrible about this is if local universities are also affected, which means all the coffee shops on campus would undoubtibly have to be banned. Though I think Uni's operate on the state level not the city level, if it is a state school.
If anything this sounds more like a fluff campign for the Mayor to get lots of soccer mom support. Though it is pretty stupid how they categorize "Diet Coke" as better for you than regular coke, which Aspertame (the industrial sweetener they use in diet coke) is banned in many European contries for a very good reason.
They should try doing it with cigarettes/cigars and see how long it takes for a couple of assassins to come over for a friendly chat involving lethal ammunition.
And then the boston mafia emerges, specializing in illegal trade of coke.

Soft Drinks are not chemically addictive and cigarettes have not been totally banned.
