Rehabilitation isn't going to do shit. If somebody flips out and goes crazy because they suddenly came into contact with large levels of some chemical or element that made them temporarily go batshit insane - then sure, fix them up, and send them on their way - they weren't in their right mind. If someone is crazy because of the way their brain has formed, then sorry, but their isn't a lot you can do for them. If you had the correct technology and procedures maybe you could 'fix' their brain, but in doing so you raise so many ethical questions (are you killing the old them and creating a new consciousness by fiddling with the brain? Is it right for us to choose what personality people should have? Should we impose our societal standards onto others? Etc) that it ends up not being worth it or socially acceptable anyway.

if he really was insane and didn't willingly do it then there's no rehabilitating him anyways, so why put him back in the public if he wasn't, then he most likely fully knew what he was doing but did it anyways, so why let him go do it again

Because that's the fucking way the universe works. Because cause and effect. Because there are CLEARLY parts of the brain that are linked to certain functions. Brain scans of criminals who have carried out incredibly violent, socially abhorrent crimes and show no remorse or emotion have shown that the parts of their brain that are responsible for feeling empathy and other, basic human-to-human emotions are remarkably diminished. A lot of them also tend to lack a normal quantity of brain tissue in the part of the brain that's responsible for... well, foresight, basically (consequence analysis and risk assessment).
To people who are against rehabilitation, I forget what country it was in Europe (I wanna say Norway) has that system and guess what? Most criminals come out fixed, and don't return to prison ever again. Here we have people in and out of jail their entire lives. In fact in the case that made the Supreme Court rule that all people can get a free lawyer, that guy was on trial for murdering a fellow inmate (he claimed it was self defense). Why was he in prison in the first place? He robbed a store, and was placed in prison where he became a worse person (aka a "better" criminal).
