Why reward someone for being good at getting away with a severe crime?[/QUOTE] It's not rewarding, it's just that after a long amount of time has passed there really isn't going to be enough evidence to convict, and most new evidence that comes forward isn't going to be allowed in court. There are some exceptions (aka DNA evidence) but rape is not really one of those.
