Lets say that, if the computer was programmed to dismiss 10% shortfalls, people could pay %10 less than what they are supposed to pay for their premiums, and the computer would just say it's ok. The company could lose a lot of money that way and people wouldn't be paying the right amount. I'm not SAYING 1 cent is a large amount, I'm simply explaining why the computer doesn't dismiss 10% shortfalls.
