Okay. So after reading the Washington Post article, I've noticed two things. A. They did this because it was really difficult to track the guy. B. It's like any piece of malware. You guys are kind of over reacting.
I feel very insecure masturbating now.
Personally it makes it even hotter. Reminds me of the time I was jerking it and noticed people across the street in the local office building were watching me.
This sounds like pure conspiracy bullshit. Those indication LEDS are typically soldered on the same traces as the main power pin for the camera sensors/assembly. It's physically impossible for you to bypass it unless FBI comes to your house, rip your laptop apart, and tear out the LED by force.
If not that, the function is coded into the firmware, which you are able to modify if you know what you're doing and that way bypass the indicator LED.
The indicator lights on most school-distributed laptops I've gotten to mess with are lit when the camera's active, and blinking when the camera is recording. Features like that are controlled by the software. Some cameras have lights hardwired to the same circuits as the camera, some lights are software driven. Something like this is entirely possible, if only on certain laptops.
If not that, the function is coded into the firmware, which you are able to modify if you know what you're doing and that way bypass the indicator LED.
Even then, there are countless webcams out there, all with different firmware. If you attempt to modify the firmware of a camera incorrectly you'll just ruin the camera for yourself. You might be able to target certain makes and models, but acting like every single camera on the planet is now weak to this particular type of hack is silly.
Strict rules? Doesn't matter. This is a ridiculously huge breach of privacy.

Yes, treat everyone as guilty so the innocent become paranoid and take extra measures to ensure privacy, that totally won't make it even harder to find actual terrorists.
http://en.wikipedia.org/wiki/Telephone_tapping Do you guys get paranoid over your phone lines possibly being monitored, and is the existence of warranted wiretapping a 'ridiculously huge breach of privacy'? Because wiretapping's been around for one hundred twenty years and people seem to be fine with it when it has court oversight and is used in limited, specific applications (as opposed to spying on everyone all the time). What's the difference?
Yes, treat everyone as guilty so the innocent become paranoid and take extra measures to ensure privacy, that totally won't make it even harder to find actual terrorists.
Yeah, fuck the FBI for using a really smart piece of software to track down a threat after thinking "shit this dude's a real hassle to find"!
the "most serious" of criminal investigations.
Willing to bet that this includes things like anyone suspected of selling drugs or looking at child porn

Gonna place a piece of paper over mine that says "Bye bye FBI."
Why? Just because people have a weird consensus that such an argument is bad doesn't mean it really is.
Well if you have nothing to hide, why do you have curtains? Mind showing me your credit card bills of last year?
