I remember when I was at a German - American folk festival and there was a fight between a couple americans and germans; all drunk of course. The German officers had their pants full of shit and stood by side while the Military Police took care of it by themselves.

I don't think he is using "first-world country" in the cold war sense of the term, but rather to differentiate between, say, countries like Germany/US/England and countries like Somalia/Honduras.

You should never discharge your firearm as 'warning shots'. That statistic should not even exist and if it's a policy - then it needs to go.
You only discharge your weapon if you intend to use it for it's purpose - defense of yourself or others. Never for warning shots. That puts other people at risk. The bullet has to go somewhere.
Other than that little statistic... the others are good news for the German police.

Not only do they appear to not be very trigger happy, but over half of those shots were warning shots. I'm pleased with that.

Widely used by police all over Europe and it works as intended. They wouldn't use it if it exposed bystanders to any risk, and by all accounts it saves lives.
