Declaw the cat, simple as that. It isn't going to deprive it of anything as long as the owner is providing it.
There was a period where one of my cats was bringing in two birds a day for a few weeks I think he wiped out the local bird population..
My cat scares off any other animal nearby but is scared shitless if a hedgehog is stealing it's food.
