Yeah, about that.. I believe Steam doesn't utilize user ratings as the score. They actually use the Metascore that can range from 0/100 from the critics, and not the user rating from users.. So in event they put the Metascore on Steam for Modern Warfare 3, it's not going to be 1.5, it's going to be the average Metascore from the four PC critics. Which would effectively put it at the 83/100 rating.
In other words.. The developer who is asking for better ratings is effectively going to start a greater shitstorm by caring about a few irrelevant reviews that weren't going to be shown in the first place! It sounds more like they cannot take criticism. Or perhaps have a lack of faith in the quality of their game enough to care about a few negative user reviews compared to the commercial success at launch, and the positive reviews from the "professional" reviewing sites.

Valve does the same thing and gets away with it.

New gameplay new story everything is actually new. And then after that they do tweaks in that same game instead of CoD where the tweaks are made for the new game.

COD:MW3 is pretty much the same game as MW2, and quite similar to MW1. The graphics are similar to MW2, the gameplay is essentially unchanged, and there's nothing else to speak of that is different. That doesn't mean the game is unplayable. To the contrary, its a smooth FPS, but entirely mechanistic: you might as well be shooting pop-up targets in between cutscenes. The graphics are pretty bad. I don't know why its so hard to simply produce high quality textures and graphic components and then downscale for the obsolete consoles, but it seems that this game takes the opposite approach: which is why a graphics card that you could buy for $50 four years ago (the Nvidia 8600) is still the required card. Despite what the "recommended" stats might suggest, there's no more eye candy for those with a better system- just higher framerates for those who see 60 frames per second and up. This wouldn't be such an issue if the gameplay or story was involving, but its not. Overall, a mediocre if competent clone.

They genuinely look like they have come from people who played the game and not just trolls. It is expected that it would get so low reviews by people who paid [b]more money than you'd pay for an average game[/b] to get what is essentially an expensive map and weapon pack.
I know some people in my class that got it early for the 360 and said they were returning it asap because they may aswell go and play MW2 or Blops some more. This is the first CoD I didnt buy on release after the last 3, MW2 got boring after a week and Black Ops got boring after a few days, I feel kind of glad I didnt let myself get ripped off again.

Sledgehammer Games' Glen Schofield has taken to Twitter to ask Call of Duty fans to support Call of Duty: Modern Warfare 3 on Metacritic.
"I don't usually do this but, if u like MW3 go 2 Metacritic.com & help our user score," writes Schofield. "It's suspiciously low. Be honest but help if u agree."
Modern Warfare 3 is attracting a torrent of user scores of zero across all three platforms. The current user score (out of 10) is 2.7 on Xbox 360, 2.0 on PS3 and 1.5 on PC.

I've heard a lot of people complaining that it's essentially MW2.5. People bitch and complain that it's the same game year after year, but the difference between CoD4 and MW2 was fucking incredible compared to MW2 and MW3.

MW1 was good. It's not the massively innovative FPS that people make it out to be but it certainly wasn't bad. MW2 was horrible, it took all the good things from MW1 and threw it out the window.

I guess I missed that bit back around Portal 2 release date. Good thing I wouldn't have cared either way, since the game was acceptable to me. The position I posted applies for everything, without exception. That shitstorm with the Portal 2 reviews is just as funny as the developer for MW3 asking for more positive user reviews. The irony is undoubtedly funny as well.

At least the differences were noticeable between MW1 and MW2, but 2 to 3 is apparently just new maps and weapons with a nerf on explosives. At least, that's what I've heard, I haven't bought a cod game since MW2... So what do I know, I guess.
