Something else: I have a feeling this will mainly be used against foreign-hosted sites, as any American with a GED can tell you why this is unconstitutional. I myself can point to Amendments IV, V, VI, and maybe VII that would get any such law thrown out in court. Due to a peculiarity of American law, laws cannot be declared unconstitutional until a case has been brought before the courts. So, then, the law would be used mainly against foreign sites, who would be less likely to try to sue the federal government over it.
