Why are people surprised this is like the reason the NSA exists. Every country is spying on every other country at every moment of every day.
That obviously extends to the UN and other international bodies.
So if people wish to discuss something privately their best bet is to go and talk outside.

I agree that people should be upset about the NSA, but it's important to note that social issues are also equally important.
Realistically speaking - do you think someone who deals with racial profiling on a daily basis is going to suddenly drop their concerns in order to fight something so abstract to them as government spying?
If there wasn't discrimination in the first place, more people would be concerned about what the government is doing.
This really bugs me.
