Honestly it's a bit stupid. There isn't even an uncontested understanding of international politics itself, let alone boiling down something as immensely complicated as foreign policy to a one-size-fits-all rule. Yes, give more weight to the long-term political and social ramifications to your actions, but try not to forget the US is a superpower, and states are not comparable in myriad ways. Hell, the golden rule is so bloody problematic I have to stop myself now before going on for pages.
