The US government runs on the worst hobbled-together piece of shit computer network ever. For example:
In order to access Microsoft Office/Outlook/anything else like that on my Dad's Navy computer, you must access a remote server via an encrypted proxy, at each stage providing a massive password. This server holds EVERYBODY'S e-mail/documents/whatever. The lag between pressing a button and it appearing on the screen is generally 2-10 seconds. My dad likes to joke that even if he gave someone his CAT card and all of his passwords (funny story, it's enough that people usually leave their passwords written everywhere) they couldn't get to his e-mail because they would kill themselves before it loaded.
He also said that they once considered dropping enterprise support from their servers because they hadn't had a problem yet.
Also, the lag for operating systems and really any software to get on their computers is 5-7 years, generally because of an extensive and completely unnecessary 'safety review'.
Furthermore, one time somebody got a virus on his computer from a flash drive, so you aren't able to bring those in, meaning you have to e-mail (the above mess) or burn everything to CDs.
They all run old versions of modified (legal warnings as you log in) XP.
Oh, and the antivirus of choice is McAffee or Symantec.
Typical politics, the government has been known to fund products despite them being the inferior choice.
It's what happened with the F-22/YF-23.

The government is a customer/client just like everyone else, and if they choose to use one company's products instead of another's, that's their right, as is everyone's. Actually if you read the article, it says Google was unfairly denied to even pitch their software to the government.
