it isn't the fact it's their stuff, it still would have been illegal if they did it with like a book or something, the illegal part is the way they had a raffle for it and they'd make profit out of it

Seems like anything that doesn't directly benefit the casinos is outlawed. Nevada has no form of state or national lottery as a result. It's ironic, gambling is legal, but unless the few executives are going to make a profit, certain types are outlawed.
That being said, casino food is often pretty good.
I'll admit it'd be nicer if the person who found the copy was actually a true fan of the game and played it, rather than someone finding it just to sell for money, but there's nothing wrong with what these guys are doing.
They're wasting their time with two guys who just want to give their video game company a starting boost but also donate some of it to charity. They should be more focused on crimes that are actually going to harm people.

It's really common in most countries. You can hold a licensed lottery but not an unlicensed. That was essentially the illegal part of the thing. But the law still has an exception for lotteries which go 100% to charity to make it easier to make charity fundraisers.
At the same time it essentially protects people from standardized lotteries and also somewhat ensures that you get the worth for your money.
