Basically: When you write code in C/C++ it compiles to assembly - a language that is highly specific to the processor type you're using. When you write code in Java, it compiles to a sort of semi-compiled state that runs through an interpreter. Any computer that can run the interpreter can run the program. There's way more to it than that, but the gist of it is that windows RT and windows Pro are different architectures - they can't run the same NATIVE code - but new programs written SHOULD be written in a way that it'll compile on both. All the necessities will be on Windows RT to begin with - internet browsers, microsoft office, solitaire - but things like photoshop might take a bit of time. So the Pro is a little bit more like the iPad, but only for a time assuming it takes off (fingers crossed lads)

One of the things about Windows tablets is that they always required an x86 base to work, but now that they can run on a cheaper ARM based system, we'll be seeing more systems running Windows, and more of a need for app development. Now, x86 tablets will be superior simply because of the fact that we've got access to every application ever made for x86 computers, but RT will do great things for people who just want the core Windows experience on a tablet. I myself will be aiming for the 86 version (assuming the price is right), but I can see the appeal for ARM.
