what would you even do with that much money? realistically, itd be nothing but trouble. if it was a $500,000 or even $1 million jackpot, you could at least reasonably spend it/invest it/pay off debts/etc.
with incredible money like that, tons of family members and friends would start crawling out of the woodwork. everyone's attitudes towards you would change, and any hope of you living a normal life goes right out the window. you're also now a big target for scammers, especially if you choose to go public. how could you possibly hide your identity amongst the powerball craze?
of course, this all assumes you'd want a normal generic satisfactory life in the first place. maybe some people whod rather overdose to shit on cocaine and party until their heart stops wouldn't care so much.

I'd distribute some cash to close family, help friends pay for shit but never say how, but myself nice things and put the rest in a Swiss bank account and just live off the interest of a billion dollars. That kinda money would sustain not just myself, but my kids, grandkids, etc. for a good while

Buy my self a house and car, help my friends and family to pay of debt, donate some to charity/churches, give the rest to spaceX to send me into space and advance research

There's a fairly large number of posts/articles regarding what you even do if you win the lottery. Most of them suggest to remain Anonymous and claim it anonymously or through more private means. In states where you are required to give your name and take a picture, grow a beard, wear sunglasses, anything to make you more unidentifiable and (on the big fancy check) have your name displayed with initials.
The most important thing to do is to not tell anyone, change your phone numbers, and maybe even go on vacation somewhere for a month or two.

With enough money (a mere fraction of the lump sump of the 1.5 billion), you can establish a "safety net" of passive income of over 1 million dollars. So if you somehow manage to blow everything else on hookers and blow, you'll still be drinking champagne from the taps.

it is, but most people who succeed at, or get lucky at something like to crow about it, and/or rub it in everybody else's faces. Maybe he just doesn't care about the repercussions and wants to tell the whole world he won.
