I know at first it makes it sound like he's rolling a sheet of notebook paper into a tube and taping it together, but this is probably done with a lot of paper, a lot of bonding agent, with some helpful machinery to ensure things like the barrel remain a consistent size I still doubt it'd be very reusable, even with low power custom powder amounts

Although not an effective weapon in itself, it does fire, which is pretty neat, and proves you can make precise machinery out of layered paper.

I don't know why this surprises anyone, the president is one of the most high profile figures in the world. Being prepared for any situation, especially those which involve guns is near imperative. (Also shooting is fun, no one should be surprised anyone in the US does really)

Paper mache and thin plastic guns that cycle extremely small-load bbs or light blanks have been around forever. They cannot fire anything even on the order of killing a person or they'll explode. That is, a person just trying to do it right off the bat would have a tough time doing it, especially if it's an example like this with cannibalized parts.

Final fit and finish can be done with a file after it's been shaped. You can also use a drill press as a mill, just wears on the spindle if you push it too hard. In order to make a gun it seems like it would require extensive knowledge of firearms and metal smithing and whatnot. It's not as simple as putting a seed in soil under a lamp.
