You are right, a huge and highly aggressive police force isn't the solution to crime. However a police force which simply ignores crimes in progress is beyond silly. A weak police force will wind up PROMOTING crime.
As always preventative measures are the absolute best idea, but such measures are often beyond the scope of local government. Poverty is the cause, but solving poverty on a massive level isn't something that can be done at a local level. It's a problem for all levels of government to work together to combat.
Unfortunately preventative crime measures on the scale you seek would require unparalleled cooperation among the various levels of government as well as substantial sums of tax dollars.
In the meantime I will accept a police force which actually does its job, thanks.
