Jeremy is on a real hot spot all the time, its like there is a group of dedicated anti-clarkson people out there scanning and rampaging through all his recorded clips and whatnot just to spot something racist or offensive. Clarkson says these things on a extremely super mega ultra sarcastic or unserious tone, there are dozens of british TV celebrities who have made racist jokes before but oh don't mind them they are comedians and Clarkson isn't, he is a super serious host on a super serious car show.
