I know this might seem like the more complicated answer, but why not rename Washington State to Columbia, to parallel Canada's British Columbia and reference the river that goes through it and forms most of its border with Oregon, while DC itself is renamed to Commonwealth of Washington when it becomes a state?

DC is meant to be a place separated from the logistics of statehood for the express purpose of being the federal government's seat, while they deserve representation in Congress and autonomy to some extent, statehood is not the answer

Puerto Rico has a desperate need for voting representation in congress
Why not just Colombia? It's not like people particularly care that Georgia has a conflicting name with a country.
New Columbia is cool but it has the issue with initials. Capital Columbia might work.
Does this mean there's gonna be New Columbia State Police to go alongside the Metropolitan Police, Capitol Police, Park Police, Secret Service Police, FBI Police, etc? :v: [editline]3rd July 2016[/editline] Really though I've never seen so many different police departments in one place before.

can't they just amend the constitution to allow representation? not sure of plausibility but it seems better to do that than to add a state unless there's other perks to statehood that are warranted here
It's name right now is district of Columbia otherwise old Columbia. New Columbia makes sense thinking of it like this
